Mt. SAC | Sworn Officers
The Police and Campus Safety Department is a duly established community college police department under Education Code Section 72330(a). The Department employs peace officers (Chief of Police, Deputy Chief of Police, and four Sergeants) who have full police authority pursuant to Penal Code Section 830.32 to enforce the law on or near the campus. They are committed to community policing and fostering a safe and welcoming campus environment. You can recognize them by the traditional blue police uniforms they wear.

Chief Kelli Florman has over 25 years of experience in policing and police training. She began her career in 1993 as the first female police officer in Mayfield Heights, Ohio (a suburb of Cleveland). She took on specialized assignments, including field training officer, community policing officer, bicycle patrol officer, and evidence technician. After promoting to Sergeant, she developed the department training program from scratch and has been involved with law enforcement training ever since.
Kelli moved to California in 2004 and taught Administration of Justice courses full-time for fourteen years, starting at Imperial Valley College and then becoming a tenured professor at Rio Hondo College. During this time, she spent over five years as coordinator of the police academies at Rio Hondo College and Palomar College and stayed active in police work by volunteering as a Level I Reserve Police Officer for municipal police departments.
Kelli returned to policing full time as Lieutenant of Patrol Operations at California State University Northridge. She went on to be Captain of Campus Police at Chaffey College and then Chief of Police for the Ventura County Community College District. She became Chief of Police and Campus Safety at Mt. SAC in July 2024.
Kelli earned a Juris Doctor degree from Case Western Reserve University and a Bachelor’s degree in English with a minor in Criminology and Criminal Justice from The Ohio State University. She is a POST-certified instructor for Tactical Communications, Racial Profiling, Cultural Diversity/Discrimination, Principled Policing, and Force Options/Use of Force/De-escalation.
Kelli has resided within the Mt. SAC district since 2008. She enjoys singing karaoke, shooting pool, watching musical theatre, and rooting for her Ohio State Buckeyes football team.

Acting Deputy Chief Aubrey Kellum has over 35 years in policing. He served in the US Marine Corps Reserves from 1983-1989. He attended the Los Angeles Sheriff’s Department academy and worked as a deputy from 1987-1989. He then transferred to the Culver City Police Department. His career has included roles such as motorcycle officer, firearms instructor, detective, and canine handler. Among his many commendations, he was recognized for saving the life of a juvenile in crisis who leapt from a rooftop.
He retired in 2018 as a Lieutenant and has been with the Mt. SAC Police & Campus Safety Department since 2021.
In addition to his work at Mt. SAC, Aubrey serves as an instructor at the Rio Hondo Law Enforcement Regional Training Center, where he teaches Arrest and Control and Driver Training courses. He is a POST-certified instructor in Principled Policing and Force Options/Use of Force/De-escalation. He also has been a Brazilian Jiu-Jitsu practitioner for over 20 years and an instructor for the last nine.
Aubrey earned a Master’s degree in Organizational Leadership and a Bachelor’s degree in Business Management from University of Redlands.

He continued his career with the Los Angeles Police Department (LAPD), starting in 1987. He worked several assignments throughout his career, including Internal Affairs, Constitutional Policing/Biased Based Policing Unit, and Special Problems Unit. He was a Use of Force Sergeant and Training Sergeant. He was a POST-certified Firearms Instructor, and he taught Active Shooter Response as an Officer Safety/Field tactics Instructor. He also a completed the LAPD Leadership Program.
Brian is a recipient of the LAPD’s Meritorious Unit Citation for his work identifying, tracking, and arresting career criminals. He was also awarded the LAPD Police Star for Bravery for performing an ocean rescue off-duty.
He retired in 2018 as a Sergeant and has been with the Mt. SAC Police & Campus Safety Department since April 2020.
Brian enjoys surfing, golfing, and frequenting different restaurants. He also remains active as co-captain of the LAPD Triathlon Team and LAPD Pistol Team.

He was a member of the Honor Guard. He was a Robbery, Sex Crimes, Financial and Property Crimes Detective for 8 years. He also holds a SWAT certification. He worked in Advanced Officer Training, where he was a POST-certified Firearms Instructor, Baton Instructor, Crowd Control Instructor, Arrest and Control Instructor, Chemical Agents Instructor, and First Aid/CPR Instructor.
Rafael was recognized at the county, state and federal level as a medal of valor recipient for the 2015 terrorist active-shooter incident at the Inland Regional Center in San Bernardino.
He retired in 2022 as a Sergeant and has been with the Mt. SAC Police & Campus Safety Department since August 2023.
Rafael earned a Master’s degree in Leadership with an Emphasis in Sport Management from Azusa Pacific University and a Bachelor’s degree in Business Management from University of Phoenix.
Rafael enjoys spending quality time with his wife and children, whether it be attending his children’s sports events or teaching his family about health and fitness as they travel and hike the hills.

He worked the Rampart Division, Wilshire Division, 77th Division, Central Division, Newton Division, Southeast Division, Hollenbeck Division, and Special Operations Division. He was a Field Training Officer, Field Patrol supervisor, Community Relations supervisor, gang unit supervisor, assistant officer in charge of detectives, undercover officer, complaint investigative unit supervisor, and watch commander.
Peter is a recipient of the LAPD’s Police Medal for Bravery after helping rescue several Los Angeles Fire Department personnel who were ambushed by a shooter in possession of an assault rifle.
He retired in 2021 as a Lieutenant and has been with the Mt. SAC Police & Campus Safety Department since November 2024.
Peter earned an Associate’s degree in Police Science from Rio Hondo College.
Peter enjoys attending concerts, watching plays at the Pantages Theater, assembling large Lego sets with his son, building model kits of ships, cars, planes, sci-fi figures. He also loves attending sporting events and is a fan of the Dodgers, Angels, Rams, Chargers, and Kings.

He joined the Los Angeles Police Department (LAPD) Academy in 1996 and began his career patrolling in the Watts area of Los Angeles. He then transferred to Northeast Division and was assigned to the Gang Unit (CRASH). He transferred to Training Division where he taught Gang Awareness and Active Shooter Response. He promoted to Sergeant and transferred to Newton Division. He then worked at Central Division (Downtown LA), Transit Services (MTA) and Hollenbeck Division (Boyle Heights).
Carlos is a recipient of the LAPD’s Medal of Valor and the Police Medal for Bravery.
He retired in September 2024 as a Sergeant and has been with the Mt. SAC Police & Campus Safety Department since November 2024.
Carlos has resided within the Mt. SAC district since 1997. He enjoys hiking, jogging, and traveling.
